[HollyMutual-Announce] Wells officially activated

All:

This is rather anti-climatic, but I now have official confirmation the
wells are running and supplying water 24 hours a day. This extended
schedule is intended to make it easier for homeowners and their
irrigation companies to activate and test sprinkler systems during
daylight hours. You still must restrict watering to the published
schedule, which indicates the specific two nights per week, and times,
when watering is permitted for each property.

Assuming all goes smoothly and irrigation companies are still working,
in a few weeks we will change the timers so the wells only distribute
water during the official watering times. I will send an email in
advance of that change.

It's six years old and badly needs updating - please advise me of any
name changes that need to be made and I will assemble these together.
