[HollyMutual-Announce] Whitehall well down

With the Whitehall well down until early next week, we should still be 
able to provide a restricted service with the Piedmont well. 
Unfortunately I checked at midnight last night, and it appears the 
Piedmont well is also down. Colorado Water Well has been alerted and 
will be investigating it this afternoon.
