[HollyMutual-Announce] Well system overuse

Colorado Water Well has advised us that we have recently been using the 
Holly Mutual system far beyond its capacity. This causes the storage 
tanks to empty, which in the past has led to premature equipment 
failures and system downtime.

Our schedule is based on each property having two watering nights per 
week. During the "hot season" the watering times are from 12:00 
midnight to 10:00 am. However starting on August 15, we return to the 
"cool season" schedule of 3:00 - 10:00 am. Watering outside of these 
times puts an additional load on the system, as it cannot recover and 
replenish the storage tanks. If everyone adheres  to the schedule, we 
should have no problems with the wells in their current configurations.

We are asking that all households verify that they are only watering 
during their designated nights and times. If we are not able to control 
our use, the board will be forced to choose more drastic actions such 
as fines, disconnecting abusers or shutting the system down to protect 
it from damage.
